The Town Council is the legislative and policy making body of Rocky Hill. It is made up of nine individuals elected for two-year terms. The Mayor, a member of the Town Council, is elected separately and designates a Chairman-Pro Tem, or Deputy Mayor, who presides in his absence.

The Mayor submits recommendations for appointments under the Council's jurisdiction and, as directed by the Council, appoints such sub committees of the Council as may be established.

Council meetings are normally the first and third Monday of the month. Meetings are held at the Town Hall.
